Fees
The Registry charges fees for certification, periodic review and certain other services. The schedule below was published on 6 September 2026 by notice RN 2026/009 and takes effect on 1 January 2027. No fee is payable in respect of an application, review or request made before that date. The period until then is a transitional one, in which the Registry meets its own costs so that the first organisations to apply are not deterred by a charge.
Fees are set by the Registry with the approval of the Ministry of the Velocity Interoperability Network. They are calculated to recover the cost of the work to which they relate and no more. The schedule is reviewed once a year, and any change is published on this site and recorded in a numbered notice at least three months before it takes effect. Amounts are expressed in units of account of the Network.
The same fees apply to every organisation. The institutions of the Network pay the same fees as any other organisation, and the Registry does not waive a fee on account of an organisation's size, purpose or status. Where a fee is not paid, the application, review or request to which it relates does not proceed, as described under Paying a fee below.

Provided without charge
- Consulting a register
- All four registers are published on this site and may be consulted by anyone at any time. No fee is charged for consultation, however often it is made.
- Confirmation of a listing
- The Registry confirms by email, on request, whether an organisation is listed and with what status. The confirmation is informal; a certified extract is the formal equivalent and carries a fee.
- Notification of a change of name or particulars
- A listed organisation that changes its name, its point of contact or the particulars recorded against it notifies the Registry without charge. A change of key is a separate matter and carries a fee.
- Removal at the organisation's own request
- An organisation that asks in writing to be removed from the register is removed without charge. Its key is retired in the ordinary way.
- Correction of an error made by the Registry
- Where an entry is wrong because of an error of the Registry, it is corrected by a notice of correction and no fee is charged to anyone.
- Objection to a decision
- There is no fee for objecting to a decision of the Registry, whether the decision concerns an application, a review, a key or a fee.
Paying a fee
Step 1: Invoice
When a fee becomes payable the Registry issues an invoice by email to the organisation's point of contact. The invoice states the item, the amount, the application, notice or request to which it relates and the manner of payment.
Step 2: Payment
The fee is payable within 30 days of the date of the invoice. The Registry does not accept payment in cash and does not accept payment from a person other than the organisation liable.
Step 3: Receipt
The Registry records the payment against the application or listing and confirms receipt by email. That confirmation is the organisation's receipt; no separate document is issued.
Step 4: Work proceeds
Assessment, re-assessment, a change of key and the supply of extracts and duplicates begin when the fee has been received. A periodic review proceeds whether or not the fee has been paid; an unpaid review fee is a ground for suspension.
Refunds, waivers and disputes
An application that is withdrawn in writing before assessment has begun is refunded in full, less 200 units to cover the work of receiving and registering it. Once assessment has begun no part of the application fee is refunded, whatever the outcome. A review fee is not refundable. Fees for extracts and duplicates are not refunded once the document has been issued.
What is done for the fee is described elsewhere on this site: the four steps of certification, the testing set out under Assessment and the procedure for periodic review. The number of applications and assessments the Registry handles, against which these amounts were calculated, is published under Statistics.
The Registry has no general power to waive a fee. An organisation that considers a fee to have been charged in error, or that disputes the amount, may object within 28 days of the date of the invoice under the procedure set out on the Certification page. The fee remains payable while the objection is considered and is refunded if the objection succeeds. Enquiries about fees may be sent to contact@registry.gov.vin.
