Registers

The Registry keeps four registers. Where this site refers to the register without qualification it means the register of member organisations, which records which organisations are members of the Velocity Interoperability Network and under which keys they exchange. The other three registers support it: they record the keys that have been reserved and retired, the certificates on which every listing rests, and the notices by which every entry was made.

All four registers are public. They are published on this site, updated on the day an entry is made or changed, and the version published here is the authoritative one; there is no printed edition. Anyone may consult them without charge. A certified extract from any register, bearing the seal of the Registry and the date of extraction, may be obtained for the fee set out on the Fees page.

No entry is made in any register except on a decision of the Registry recorded in a numbered notice. Every entry can therefore be traced to the notice that made it, and every notice to the application, review or request that led to it. This is what makes the registers reliable: a member that relies on a listing can see not only the listing but the decision behind it.

The four registers

Register of member organisations
The principal register. It records every organisation certified by the Registry, with its key, the number of its certificate, the date of certification and its status. An organisation listed with the status Active is a member of the Network; other members may rely on the listing without further enquiry.

Register of keys
Every key that has been reserved, with the organisation to which it belongs and the date of reservation, and every key that has been retired, with the date of retirement. Retired keys are never reissued, so the register of keys is the record against which every proposed key is checked.
8 keys reserved; none retired
Register of certificates
Every certificate of interoperability issued by the Registry, with its number, the organisation to which it was issued, the key it covers, the date of issue and whether it remains in force. A certificate is withdrawn on removal and is marked as such; it is not struck from this register.
8 certificates in force
Register of notices
Every decision of the Registry that makes or changes an entry in any register, recorded in a numbered and dated notice. The register of notices is the audit trail of the other three: no entry is made in any of them except on a notice.
12 notices published

Keeping the record

Entries are never deleted. An organisation that is removed is struck from the register of member organisations, but its certificate remains in the register of certificates marked as withdrawn, its key remains in the register of keys marked as retired, and the notices of its listing and its removal remain in the register of notices. The full history of every organisation that has ever been listed can be reconstructed from the registers.

The registers are held on the Registry's own systems, and a copy of each is deposited with the Ministry of the Velocity Interoperability Network at the close of every working day.

Corrections and extracts

An error in a register is corrected by a notice of correction, which identifies the entry affected, states the error and sets out the correction. Anyone who believes an entry to be wrong may write to the Registry, giving the register, the entry and the reason. The Registry does not correct an entry on the strength of an assertion alone; it examines the notice that made the entry and the papers behind it before deciding. Correction of the Registry's own error is without charge.

Requests for certified extracts, and reports of errors, may be sent to contact@registry.gov.vin. For the rules that govern keys, see Keys; for how an entry comes to be made, see Certification; for how an entry should be read and relied upon, see Using the register; and for counts taken from the registers, see Statistics.
